I would have to say Than Brothers on Broadway. Its always consistent and the cream puffs are great too and its the speediest meal in Seattle.

I'm not QUITE sure about Pho specifically, but Tamarind Tree has THE BEST Vietnamese food in the state. Take it from a Vietnamese kid! haha
