Most people in Japanese cities don't have a lot of free time during the weekday because they have to stay very late at their jobs and then commute for an hour back to their homes. Weekends are really valuable and usually show what a person values. If it is family, they will go to popular areas or parks with their family .Most of life is spent only with people who are part of your social circle. It's very uncommon to meet people outside of your circle.
