Please forgive my ignorance of Cambodia, but how are the people discussed in the article ethnically different than the rest of the Cambodian population?

This makes my heart hurt. I just returned from a video presentation tonight that featured some of the problems in Cambodia and tied a pretty direct link to lack of access to education with likelihood that children will become victims of sex trafficking. Fought back tears through the entire thing.
